Sharon Carter, known as Agent 13, is an agent of SHIELD in the Marvel Comics.
Canon
Comics
Sharon Carter first appeared in Tales of Suspense #75 (March 1966). She originally was Peggy Carter's younger sister, but was later retconned as Peggy's niece. She and Steve Rogers eventually fall for each other.
She also appears in the Ultimate Universe, although mainly under the Spider-Man title.
Marvel Cinematic Universe
Sharon Carter is portrayed by Emily VanCamp in the film Captain America: The Winter Soldier. She first appears as Steve Rogers' neighbor posing as a nurse; however this is just a cover to watch Steve. She comes in after The Winter Soldier attacks Steve and Nick Fury in Steve's apartment. Later, she takes a stand against Brock Rumlow and other Hydra members.
She appears in Captain America: Civil War and the miniseries The Falcon and the Winter Soldier.
