Canon

When Bucky and Sam are on a mission to track down an organization of super soldiers called the Flag Smashers, Bucky breaks Zemo out of prison and includes him into their team for help. After Zemo serves his purpose of delivering them to the Flag Smashers, Bucky turns Zemo in to the Wakandan.

Fandom

Sam and Bucky teaming up with Zemo was unexpected due to the bad blood between them during the events of Captain America: Civil War. Many fans had thought that Zemo would be the main villain instead. The trio soon becomes the viewers' favorite trio. The interaction between the three characters generated a viral "He's Out Of Line, But He's Right" Meme.
