A+ Parenting is a term used sarcastically in fandom to point out individuals who have failed their children through either abuse, neglect or indifference.

The term originated in the Marvel Cinematic Universe and then turned into an accepted tag for the Bad Parenting/Parental Neglect trope on AO3 quickly, first referring to Odin's mistreatment of his sons Thor and Loki, and then referring to Howard Stark's indifference to his son Tony. After the release of Thor: Ragnarok, many fans came to the conclusion that Hela, Odin's oldest child and only daughter in the Thor Movieverse, has been maltreated and neglected by the All-father [1] too.

In anime fandom the term is used in relation to the joke that many shounen protagonists have tragic backstories involving their poor parents.

Variations and Similar Tags

When used as a tag, A+ Parenting can cause some initial confusion to fans not familiar with the sarcastic use, especially if the fandom uses other tags such as 'Good Parent X' or 'X's B- Parenting'.

Good Parent X

Unlike the A+ Parenting tag, as the accepted use of 'Good Parent X' is that it isn't sarcastic and is often used for parents who are lacking or in some way controversial in canon, but whom the fandom saw potential under different circumstances.

B+/B- Parenting

Using other grades for parenting has also become a tagging practice in some fandoms. While any grade can be used, grades between B+ and C- seem to be the most common. Again, unlike the use of A+ Parenting, the type of parenting evoked by the grade in question here is usually meant to be genuine and not sarcastic. These tags are to indicate that the parent in question is usually trying their best with some degree of success (as indicated by the grade).
