Tommy Shepherd is a fictional character from the Marvel Comics-series The Avengers and Young Avengers. He is the alter ego of the superhero Speed.
Canon
Speed first appeared in Young Avengers #10 in February 2006. It was later revealed that Tommy (along with Billy) is the reincarnated son of the Scarlet Witch and Vision[1]. He shares his speed abilities with his uncle Quicksilver.

Once they were reabsorbed by him, it destroyed the twins, however because Wanda put so much power in them they ended up destroying Mephisto. The souls were then reincarnated as Tommy and William Kaplan
