Neuvillette is a playable 5-star Hydro character in Genshin Impact.
Canon
Neuvillette is the Chief Justice (or Iudex) of Fontaine, who first appeared in the game in the 4.0 update. While he is seemingly cold and stoic, isolating himself from the general populace, in reality, he simply struggles to express his emotions.
Later Archon quests released in 4.1 reveal that he is the reborn Dragon Sovereign of Water, who were one of the seven former rulers of Teyvat before even the original Seven. As such, whenever he gets sad, it rains in the Court of Fontaine, causing people to chant "Hydro Dragon, Hydro Dragon, please don't cry" to make it stop raining.
As of 4.2, Focalors returned his divine authority to him by destroying the Hydro Archon’s throne. Because of this, he now rules over Fontaine.

Even before the 4.1 update confirmed it, it is speculated that Neuvillette is the reborn Dragon Sovereign of Water, not only because players noticed that it rains when he does get sad, but also due to a prophecy from Enkanomiya that states that the Hydro Sovereign may reincarnate in a humanoid form, as the many Vishaps in Enkanomiya had become impure through evolution.
