Archie is the leader of Team Aqua from Pokémon Ruby and Sapphire. Team Aqua is the second/third of many evil teams in the Pokémon series who aim to generally be evil, debuting the same time as Team Magma and after Team Rocket. In Team Aqua's case, it's an ecological terrorist organization who wants to awaken Kyogre and flood the world.
Archie also makes appearances in Pokémon Masters, PokéAni, Pokéspe and Pokémon Ultra Sun and Ultra Moon, always as a villainous character. He is a fan favorite, though not too many fanworks exist which primarily focus on him. The Pokémon he is most associated with are Sharpedo, Mightyena and Kyogre.
Archie is not to be confused with Archer, another villainous Pokemon character with a similar name.

Archie and Maxie Used to be on the Same Team?
In Pokémon Omega Ruby and Alpha Sapphire, a Team Magma Grunt says that Archie and Maxie used to be on the same team. Fans have theorized this could've been the case as far back as 2002, when RSE first released, but this meant the idea was canon. HardenShipping fans liked the conformation, and it's a frequently used trope in fanworks. The team in question is almost always Team Rocket, since the Pokémon timeline implies only that team would've existed, out of the ones we know about, before the events of RSE.
However, given how this was from a Team Magma Grunt, it could be Team Magma propaganda... It's unconfirmed.
