Elijah Mikaelson is a character first introduced in season 2 of The Vampire Diaries, who later moved as a regular to The Originals.
Canon
Elijah was introduced in season 2 of TVD. He was conceived as a simple lackey before the writers of the show decided to make him a brother to the show's Big Bad, Klaus Mikaelson. He made a deal with Elena Gilbert, where he promised to keep her loved ones safe as long as she complied and participate in Klaus' Sun and Moon ritual. He then made an additional deal with her to kill Klaus at when he was the most vulnerable (right after the ritual was performed), only to go back on his word.
He was a reccurring character in seasons three and four of the show, before moving on to The Originals as a series regular.
Fandom
Elijah is a very popular character in fandom. He is almost always portrayed as noble and family oriented. His close canon relationship with Klaus and Rebekah is refleted in fanfics. He's often shown as frustrated or exasperated with his siblings antics and though it's rarely stated out right, he also sometimes is portrayed as the father figure for his younger siblings (sometimes also in contrast to Mikael and his evil ways).
His impecable style and affinity for suits does not go unnoticed by the fans (to a point where Elijah side of the fandom had a minor meltdown when the character appeared shirtless in The Originals).

Popular het pairings are Hayley/Elijah, Elijah/Katherine and Elijah/Elena, though he is also paired with Rebekah, Camille and Gia
Popular slash pairings are Elijah/Klaus, Elijah/Damon, Elijah/Marcel, but there are also less popular Damon/Alaric/Elijah, Elijah/Alaric and Elijah/Stefan.
