Description
A fan commented:
I was involved with a local Houston group. We called ourselves the Gallifreyan Consulate. There are still traces of the group in the form of mentions of the paper fanzine that was put out for 5 issues, the Gallifreyan Dispatches. I had writings, artwork and poetry in at least 3, maybe four, I forget. I also remember silk screening, by hand, the covers for the first couple of issues. ;P [1]
How Many Issues?
It is unclear how many issues of this zine there were.
The original run appears to be five, all published fairly close together in the early 1980s by The Gallifreyan Consulate out of Texas. Candace Pulleine was the editor of the fifth issue.
There is also at least one other issue with the same title, published by Time Traveller Press, also out of Texas, edited by Candace Pulleine.
It is unclear how these two zines are connected, though perhaps Candace continued the title with her own publisher after the fifth issue.
Issue 1
The Gallifreyan Dispatches 1 was published in November 1981 and contains 110 pages.

The art is by by Randy Besch, Steve Erwin, Naj Nosrac, John Spencer, Mel White, Leslie Williams, Lynne Witten, Alan Zaffar, and Brian Zoppe. From an ad in Universal Translator #17: "... concludes 'Curtain Call of the Daleks'; gives ultimate proof that Prince Koura was not a bad guy; shows Doctor Whatever at Timekeeper High, and two or three others. Art by Steve Erwin, A.J. Nosrac, Lynn Witten, Jon Spencer, and others."

1992
An issue of The Gallifreyan Dispatches was published in 1992 and contains 91 pages.
The editor was Carol "Mac" McGuire. The art is by Jan Watson.
It is a collection of 11 stories which mainly focus on 4th Doctor Tom Baker.
From the editorial:
Late, late, late! As usual, I'm late for everything, and this new edition of the GALLIFREYAN DISPATCHES has proven to be no exception. What the hey — I didn't even get it out last year as I'd hoped.
Well, some things' came up that sort of had to take precedence (in other words, shit happened) and the fanzine is making its return in 1992, instead of 1991.
[...]
1991 saw so many things changing in our world - the war with Iraq; the collapse of the USSR. History is moving quickly. I wonder if this will be the year the BBC realizes what they have in Doctor Who, and give the green light for another series....We can only wait and hope. As for this fanzine, some people would say, "Dispatches? We don't need no stinkin' Dispatches!" Well I say YES - we do! Now, more than ever! The good Doctor's adventures MUST continue, and, for the time being, this is one of the only ways.
There are some interesting stories included in this issue, some of which were written way back in 1984 and 1985. There are also a few stories which were written more recently, including a couple of mine - my very first efforts as a writer of anything - so please be kind! (By the way, writing and finishing something is an exhilarating experience - one I'd highly recommend to anyone who might be considering trying it!)
Thanks to Lisa Cochran, Ram Ritchie, and Carlotta Barnes for their contributions to this edition. Thanks also to al of the fan club members for not hassling me about getting this thing published! I hope your patience has been rewarded. There were a few more stories contributed than I could use, and one other which was excellent, but needed some work. I would like to publish those stories in another edition, sometime later this year. Most of these other stories are longer than I could use for this particular edition. A lot depends upon the success of THIS publication...
Well, I hope you enjoy this collection, as I did, putting it together! Sorry it took so long to get it out, but I hope you'll find it was worth waiting for!
