Issue 1

Property of the FBI 1 was published in 1995 and contains 127 pages.

Mariann Howarth provided an illustration and Gail Smith edited.

As with following issues in the series, anti-pirating measures were undertaken: this first issue's cover was printed with red ink, bound with a red comb, and featured a lime-green stamped X on page 50.

On the zine's creation, Smith notes:

One night, several of us were sprawled across the living room, watching The Return of Scully - which, of course, led us to talk about Mulder's frame of mind, possible romantic scenarios (no curbing the imagination there!), Gillian's chest size, and probable up-coming episodic ideas, among other things. Which led to fan fiction, which led to a friend of mine sharing what fiction she'd picked up on her computer. And then the idea hit me ... why not compile some of that fanfic into a fanzine for others to read? This, then, is a collection of some of the best fanfiction (in my humble opinion) to come off the internet, including America On-Line and GEnie.

(...) The 'zine itself can be pretty much divided into three parts: Before Scully's abduction, During the abduction, and After the abduction. So the stories have been arranged somewhat in that manner.

Issue 2

Property of the FBI 2 was published in February 1995 and is 130 pages long. The subtitle on the cover is Cases Pending. Gail Smith returns as editor, with Mariann Howarth also returning to provide artwork.

For anti-piracy, this issue's cover is printed in blue ink and bound with a blue comb. The lime-green stamped X returns.

  • The Talisman by Terri Monture. "While investigating a mysterious sighting, Mulder encounters a Mohawk witch woman with powers even he cannot comprehend." Monture provides a phonetic key for this story, as the Mohawk language used is rendered phonetically. She notes: "There are also aspects of this story that are not - and I repeat not-in keeping with traditional Native American practices, so don't for one minute think that it represents any of those sacred ceremonies and rites. [...] among my people, there are still those who practice the craft of the "wadayoneras". I hope I have treated the idea of their art with the respect and reverence that it deserves." (5)
  • Bumps in the Night by Rhoda Miel ("Mulder and Scully go to the Upper Peninsula to check out what is supposed to be a "typical" haunted house.") (37)

The zine has the note that the zine was printed in black ink on grey overstock, has a comb binding, and includes a lime-green "X" on page 58.
