Doctor Whooves, also known by alternate names like Dr. Hooves, Whooves or Time Turner, is a brown male pony that appeared as a recurring My Little Pony background character, and ended up becoming a Breakout Character for the show fandom, notably because of the headcanon of many fans that he was a pony version of The Doctor from Doctor Who.

Origins

Doctor Whooves began the series as a random nameless pony that would be used on background shots of the series. However, thanks to his hourglass Cutie Mark, his design bearing some slight resemblance to the actor David Tennant, and the popularity of Doctor Who at the time, people created the headcanon that he was a pony version of the Tenth Doctor; This was also expanded to the idea that any pony that had a hourglass Mark was another Time Lord as well.

I think that Whooves/Time Turner, may not have originally been a reference to Doctor Who, but he is now. Here's my thinking behind this. In the mindset of someone seeing him for the first time, I think it is a bit of a stretch to say that this pony is related to Doctor Who. After all, Tennant's hair is pretty generic, and he could simply be just "Somepony who does not like to be late." Of course, an assumption being "a bit of a stretch" has never stopped the fanfic train before, and that is fine. At this point, Whooves has his fandom name and he had no official name (Like with Derpy). Continuing the Derpy analogy, I think Whooves was eventually official-ized in Season 2 (again like Derpy). Derpy was made official by having her name mentioned in the show (it was later censored, but let's not get into that now). While Whooves' name was never mentioned, I feel that he was made into a Doctor Who reference. Thanks to the Jon Pertwee Doctor Whooves that appeared in "Sweet and Elite." It's always possible that the 10th Doctors semi-messy hair and Whooves' messy hair could just be a coincidence. But a Red Blazer and Wispy White har could not possibly be coincidence. To me, this was the animators saying that Doctor Whooves was a reference to Doctor Who and not just a coincidence. [1]

How Dr. Hooves is supposed to be Doctor Who changes depending of the fanwork, with him being the same character as the one from the show in some, having been transported to Equestria somehow, and in others being an version of the character that always existed in this pony world.

It's common to give him some kind of companion, to continue the Doctor Who theming: the two most common are a fellow background character known as either Roseluck or Rose for the pun on the name of Rose Tyler, an actual Doctor Who companion, and Derpy Hooves, since she's a very popular character in the fandom and their personalities clash from how different they are.
