Cisco/Vibe first appeared in Justice League of America Annual #2 (October 1984). He has the metahuman ability to emit powerful vibratory shock waves.

Francisco "Cisco" Ramon is played by Carlos Valdes. Cisco Ramon first appeared on Arrow with Caitlin Snow is an engineer and former employee of STAR LABS. After the particle accelerator incident, Cisco continues to work at STAR Labs as a key member of Team Flash. He is responsible for designing the Flash suit and creating much of the technology used by the Flash. He is often approached by other superheroes, and sometimes villains, in need of upgraded equipment.

Cisco is a metahuman. He can vibe (have visions of) events in the past, future, altered timelines and other dimensions. He sometimes needs to touch an item related to the person or event he's trying to witness. Cisco later learned how to use his powers to travel between dimensions, but he is also shown to use these portals to travel between two different locations in the same dimension. Cisco is also able to use his powers more offensively, and can fire vibrational blasts from his hands.

Cisco takes great pride in assigning codenames or aliases to the villains the Flash encounters.

Other Adaptations

Vibe also appeared in a non-speaking role in Justice League Unlimited and background student in DC Super Hero Girls. Vibe's Earth-3 counterpart Breakdance is shown in the movie Justice League: Crisis on Two Earths. He's a playable character in Lego Batman 3: Beyond Gotham video game.

Cisco Ramon is the Everyman character of the Flash. While his technological genius is not an everyday skill, Cisco is in many ways the character most audience members were supposed to easily identify with. He is known for his pop culture references, love of science fiction and he is essentially a fanboy. He exhibits many of these same traits in fanfiction.

As of August 2017, the pairings of Barry Allen/Cisco Ramon and Cisco Ramon/Lisa Snart are the most popular ships on AO3. Cisco Ramon/Lisa Snart often appears as a background pairing in Barry Allen/Leonard Snart fanfiction. Otherwise the most common Het pairing is Cisco Ramon/Caitlin Snow. Canonical pairings of Cisco Ramon/Kendra Saunders and Cynthia Reynolds/Cisco Ramon have been less popular among shippers.

The slash pairing of Cisco Ramon/Hartley Rathaway often builds on the initial tension between the two characters, who didn't get along when they worked together at STAR Labs. Hartley Rathaway is an openly gay character on the Flash. Cisco Ramon/Harry Wells is a more recent pairing but gaining in popularity among fans, as Harry Wells is a recurring character on the show.
