One of the more common works between Tommy & Felicity is Everyone Is Related trope - where Malcolm Merlyn is revealed to be Felicity's father. This knowledge is sometimes already established, thus Felicity's name might be changed to Merlyn and possibly Rebecca Merlyn is her mother as well otherwise Donna Smoak is still her actual mother which would make her and Tommy half-siblings. In the works where she's his full sister or half but lived with since childhood, she usually knows Oliver Queen since birth due to Oliver & Tommy being best friends. However, in other types of works where they are related, it's not revealed until after Oliver returned from the Island and/or Tommy dies in Season 1 finale. Depending on when the works were created, this also means that Tommy and Felicity are related to Thea Queen.
The other type of gen works between Tommy & Felicity is where they meet and become friends, usually bonding over Oliver or Team Arrow business.
