Colonel Steven Caldwell is introduced in Season 2 of Stargate Atlantis, as commander of the Daedalus, a hyperdrive-capable SGC spaceship that came to the relief of Atlantis when it was besieged by the Wraith at the end of Season 1.
Caldwell was temporarily possessed by a Goa'uld parasite, which used him for sabotage and nearly succeeded in having him blow up Atlantis. After being rid of the parasite he regained command of the Daedalus.
Caldwell believes he would be a better military commander of Atlantis than John Sheppard, and tries to get appointed to the post several times. Although he does take temporary command of the city while John is a bug, Caldwell remains commander of the Daedalus until the end of the series.

Because of his canon interest in taking over Sheppard's command, Caldwell is often written less than sympathetically in fanfic, though counterexamples exist.
In fanworks, he is often paired with Elizabeth Weir, the civilian and overall leader of the Atlantis expedition. This may be based on some of their canon interactions.
He has also been paired with John Sheppard, with Rodney McKay, and with Dr. Lindsey Novak.
