Elsa is the Queen of Arendelle and is the elder sister to Anna in Disney's Frozen.
Canon

Elsa is a Princess of Arendelle who harbors a secret—she has magical powers that allow her to create snow and ice. During their early childhood, Elsa nearly kills her sister Anna when her powers hit Anna in the head by accident. This causes Elsa's parents to separate them in order to teach Elsa to control her abilities, and causes a rift between the two sisters. However, Elsa's powers continued to grow and became more uncontrollable.
Years later, Elsa's coronation is taking place, making her the Queen of Arendelle. At the ball, she is confronted by Anna who wants to marry Prince Hans, however Elsa refuses to give her blessing because they have only just met each other. Angry about her sister's refusal and the years of being excluded from Elsa's life, Anna confronts her in front of everyone at the ball. This causes Elsa's powers to reveal themselves to the whole kingdom. Frightened, Elsa runs away from Arendelle.
She runs away to the North Mountain, where she creates an ice castle with her powers. Unknowingly, she causes an eternal winter for Arendelle. Her sister Anna travels to bring Elsa back and save the kingdom. However Elsa doesn't know how to stop it, and afraid of her powers, she refuses to go back and creates Marshmallow, a snow monster that takes Anna, Kristoff, and Sven away from Elsa. However, unknowingly by Elsa, she had hit her sister's heart with her ice powers which curses her to slowly freeze to death. Only an act of true love would save Anna.
Hans' search party leads them to Elsa's castle and Marshmallow. He brings her back to Arendelle's dungeons asking her to undo the winter curse, but Elsa admits to him that she doesn't know how. Thanks to her powers, she manages to escape the prison, but Hans catches up to her and tells her that Anna is dead. In her grief, the storm clears up. Hans is about to kill Elsa when Anna manages to get to them and saves her just in time—freezing to death. Minutes later, Anna thaws out because she had performed an act of true love by sacrificing herself for her sister. Because of this, Elsa realizes that love is the key to controlling her powers. She saves the kingdom by removing the eternal winter, and she stays Queen of Arendelle alongside her sister.
Once Upon a Time
In the last minute of season 3's finale of Once Upon a Time, it was revealed that Emma Swan and Captain Hook brought back with them to the present a vessel from the past which when it landed in the present-time breaks open, releasing Elsa into Storybrooke.[1] Elsa had a story arc throughout season 4, mostly concentrating on her controlling her powers, her family's magical history and finding her sister after she is transported to Storybrooke. At the end of the of the season she returns to Arendelle with Anna and Kristoff.

Elsa is a very popular character in the Frozen fandom, which is shown with how many gifs, picspams, fanart, and fanfics are already seen on Tumblr, AO3, FFN, and Deviantart. Elsa was assumed to be the thirteenth Disney Princess along with her sister Anna, but due to the massive popularity of the Frozen franchise and her, it did not happen. However, she is considered as such by fans.
Popular pairings for Elsa are with her sister, Hans and Jack Frost of Rise of the Guardians. Other pairings have been seen such as Elsa/Kristoff. With the release of Frozen II and the introduction of the character Honeymaren, Elsa/Honeymaren became a common ship. She has also been shipped with Marisol, the queen of a nearby kingdom that appears in the tie-in book A Warm Welcome.
When the trailer for Raya and the Last Dragon came out, folks were quick to point out the similarities between the designs of Elsa and the dragon Sisu, the appearance of the latter having changed somewhat from her initial reveal.
