Wangst is short for "whiny angst". It is usually meant as negative label, i.e. angst gone wrong in the way that you dislike the angsting character as a whiner rather than liking them as a woobie. Fans whose rants or unpopular fannish opinions are... well... unpopular are also often accused of wangsting.
