Canon
Tim and Bernard started out as friends during the 2000s Robin comic run.
In 2021's Batman: Urban Legends Bernard and Tim reunite and eventually begin dating.
Fandom
Fans began shipping Bernard and Tim long before their relationship became canon in 2021, with fics appearing as early as 2004 and a LiveJournal community in 2008, but they remained a rarepair for many years. With Bernard's return to comics after many years and canonization came an increased interest in the pairing.
