Scar is the alias for the unnamed Ishvalan who kills state alchemists in the manga and anime series Fullmetal Alchemist.
Canon
Swearing vengeance on the state of Amestris for the slaughter of his people, an unnamed Ishvalan begins by tracking down and killing State Alchemists. He appears in the story when he attacks and nearly kills Edward Elric -- in this battle he reveals a unique & destructive form of alchemy, and earns the moniker Scar for his distinctive facial Scar.
It's eventually revealed that he trained as a priest in Ishval, and following his peoples' religious teachings, scorned all alchemy. However, his brother developed a unique form of alchemy -- and when said brother perished in one of Kimblee's attacks he gave Scar his arm and ability to use that alchemy. Scar now uses that alchemy to exact vengeance on Amestris, and the State Alchemists in particular since they were so destructive in the war.
In the 2003 anime, Scar joins forces with Rose and the people of Liore. He eventually springs a trap on the Amestrian military, killing thousands of soldiers to turn Alphonse Elric (whom Scar has taken hostage) into a Philosopher's stone. Scar dies in springing the trap.
In the manga and brotherhood, Scar eventually (and very warily) joins forces with Roy Mustang's coalition against the Amestrian government and the homunculi. He fights with the protagonists on Promised Day. In the story epilogue, he is shown to be amenable to working with the new Amestrian government in the rebuilding of Ishval.
Fandom
He's only a moderately popular character in the fandom more broadly, but for the portion of the fandom that focuses on the Ishvalan War, and the themes of genocide and justice in the story, Scar is very much a focus character. There is a lot of meta and some fic dealing his trauma, his morality, other potential paths he could have taken for revenge or to respond to the genocide of his people; also post-canon fics about rebuilding Ishval or other paths besides working with the new Amestrian government.
Scar's team up with Mei Chang is a popular topic of fanworks in the Brotherhood & manga corners of the fandom; the two characters are often depicted together in fanart.
