Canon Relationship
Josh and Sam are close friends who have known each other for several years prior to the start of the show. Josh was the person who recruited Sam to the Bartlet campaign, which led to them working together in the West Wing. As the show progresses their bromance only strengthens, and they support each other through various political successes and failures. In the episode "20 Hours in America," Sam states that he loves Josh "like a brother."[1] At the end of the series, Josh once again goes to recruit Sam to a presidential campaign, this time that of Matthew Santos; just like the first time, Sam accepts.
Fandom
Josh and Sam's strong connection is evident throughout the show, but fandom shipping surged after the episode "In the Shadow of Two Gunmen," which detailed their past relationship and how they came to work together during the Bartlet administration.
