OGNEP, or O Gerard Não É Perfeito, is a term from Brazilian bandom. It translates to "Gerard Isn't Perfect", in allusion that he is also human and therefore susceptible to making mistakes or crying like anyone else.
The term originated in a Orkut's My Chemical Romance Community, reportedly in a thread of the same name. It came to more widespread (and international) fan attention after a fan made a T-shirt with the term on it above Gerard's face and gave it to Mikey Way. Mikey was subsequently seen (and photographed) wearing the shirt, raising questions about what OGNEP stood for.
Origins
According to a fan on Livejournal:
For all of you that asked what's OGNEP here's the explanation. There's this large community on the internet called Orkut (and I'm sure that a lot of you heard about it). It was created a community called "My Chemical Romance Brasil" and inside there was a chat and somoeone said: 'O Gerard Não É Perfeito' = OGNEP O Gerard Não é Perfeito, the translation is 'Gerard isn't perfect'.
A boy made a t-shirt out of it and somehow gave it to Mikey Way. OGNEP is not a 'i hate gerard' thing. I belive it was something related to all people that go teenie about Mr. Way.
So.. That's it. Brazilian fans, i'm sorry if i wasn't supposed to explain that.[1]

OGNEP stands for "O Gerard Não É Perfeito" (Gerard isn't perfect), which was the name of a thread that started on a brazilian community dedicated to MyChem on a relationship site called Orkut.
What happened was, when they played in São Paulo (exactly a year ago =O ), some fans threw t-shirts for them on stage and the next day (Feb 19th), Mikey was wearing this t-shirt, Frank had a "Mikey Way" t-shirt, also thrown by fans and in Chile, Mikey also wore a t-shirt with a fanart of Bob and something related to Brazil (a flag/or the name of our country).[2]

I've heard murmurings that this is some kind of fan project but what does OGNEP stand for, and is there a story attached to Mikey's acquisition/wearing of this shirt?[3]

I looked it up online, according to an old ass fan forum quoting Ray Toro, OGNEP stands for "Gerard isn't perfect" in Brazilian(?). I don't know what the language Brazilians dominately speak, but its a fan made shirt from a Brazilian fan community of MCRs called Orket. They made the shirt for Mikey. Its not supposed to be an insult, as apparently when people saw it, they thought it was Mikey's way of saying he hated Gerard. Obviously, Mikey doesn't hate his brother.
Literal translation: 'O Gerard Não É Perfeito' = OGNEP[5]
