Rogue/Magneto is an X-Men het pairings that has appeared in various versions of X-Men, although primarily in X-Men Movieverse and comicsverse.
Canon
Rogue and Magneto have only been romantically tied in the Age of Apocalypse universe of the comics. They were married and had a child together, and this was due to the fact that AOA!Magneto was able to manipulate the magnetic field around his entire body that was thin enough to be nearly nonexistent allowing Rogue to feel only him.
There was some hints of a potential romantic Rogue/Magneto storyline in Earth 616 comics, such as their time in the Savage Land and Rogue's relationship with Joseph (Magneto's clone). However in the mainstream comics and other media adaptions, their relationship never grew from sometimes allies/enemies.
Fandom
Fans of the Rogue/Magneto pairing appeared after or around the release of Age of Apocalypse (which began in 1995). Eventually Magnetic Attraction, a fansite and archive was created and was the main location for Rogue/Magneto fans besides Fanfiction.net and later LiveJournal.
With the release of the X-Men Movieverse, Rogue/Magneto fans started to appear with fics posted mostly to LJ and FFN. While at first fanfiction and other fanworks were posted to users personal journals or general X-Men communities, such as xmmff, in March 2006 Demented Allure was created.
The pairing is rare on Archive of Our Own[1].
inathunderstorm and willowaus seam to be big influencers for the pairing having written a lot of fanfics and creating Demented Allure.

- Rogue joins the Brotherhood and thus joins Magneto's side, thus Enemies to Lovers
- Touch - Rogue's inability to touch anyone without stealing their powers/memories/life often is a major factor in romantic fics and with the canon comicsverse knowledge that there is a way Magneto can touch her allows fic writers to introduce that within their own fics
