The Legacy of Sion is a gen Doctor Who novel by Andrew Kearley.
Martin Proctor produced an unfinished cover for this novel, but while he did quite a few character and costume sketches for Andrew, he didn't produce any story illustrations for this story. [1]
Summary
From the author: "Rome, 2015 - The Federal European state is falling apart at the seams. Crime is out of control, extremist political groups attract growing support, terrorism and assassination are commonplace. What has gone wrong with the Federal dream? The European President hopes to restore unity by installing the heir of the Hapsburgs on a new "Imperial" throne. The Doctor arrives in the Vatican city, and finds himself mixed up with Mafiosi, corrupt churchmen, and the political machinations of a sinister society, the guardians of an ancient and terrible secret - a secret that could change the whole course of human history. And behind it all, the Doctor discovers a very old enemy indeed... (127 000 words)"

The unfinished cover by Martin Proctor. In 2014, Martin wrote: "As with previous entries in this series, Andrew asked me to do a number of rough designs for the covers and the characters, and outfits. This was as far as I got with finishing the cover for The Legacy of Sion. It was based upon one of three cover sketches, with the main variation from the sketch being Rhonwen's outfit. Andrew selected a different outfit from my costume sketches compared to the outfit in the original sketch. The project eventually ground to a halt due to a combination of my heavy fanzine work commitments [of] other editors, and Andrew's increasing lack of communication." [2]
Some other rough sketches for the cover: "For the most part I rarely had time to be able to go through the luxury of producing sketches of the art I was being asked to do for various fanzines. I would (for my own benefit) produce rough thumbnails of covers, or perhaps title page illustrations, but generally I didn't have a lot of time, and had to the art on a trial and error basis. Beyond Doctor Who Magazine, In-Vision and sometimes Trenchcoat and Roving Reporter, Andrew was one of the few people that I've worked for in fandom who wanted rough sketches. In this instance these were the three designs for the cover for Legacy of Sion." [3]
"...Andrew Kearley was 'big' on getting rough sketches for the stories that I illustrated for him. This even extended to doing character sketches and costume sketches. As for the look of the Doctor in this series, I ended up loosely basing his facial appearance on Robert Hardy, while this fiction Eighth Doctor's wardrobe was largely based upon my own clothing tastes (which included bow ties, but I seem to recall Andrew saying he didn't want any bow ties for his Eighth Doctor). As for Rhonwen, I was told that she was from the mid-late 1960s, so her fashions should reflect that era. As for the poster, I suggested that as a way of promoting the overall series, and to some degree, I loosely borrowed design-wise from the cover I did for View From the Boot Closet 1." [4]
