Please note I don't read Chinese and am going off of English-language definitions posted by other fans.
I don't think these are necessarily the same as duwei but there is apparently some kind of counter force that gets deployed against anti-fans called anti-black or anti-triad? 反黑 Source is this article via google translate (mentally translate "black powder" into "anti-fan" and "rice circle" into "fan circle"). Unfortunately this is also the title of a tv show. It all sounds very militaristic and organized. The article seems to be describing how reporting has gotten out of hand, from just reporting genuine anti-fan activity to reporting anything you don't like.
