Caitlin "Kate" Todd is a popular character on NCIS despite being on the show for only two seasons[1]. This might account for the several mentions/hints at her character in future episodes after she had died[2].
In Season 9, an Alternate Universe was revealed where Kate had never been killed by Ari, and was married to Tony with a newborn baby girl, named Kelly. [3]

Kate Todd is often paired with Tony DiNozzo and Jethro Gibbs. She is also commonly paired with Abby Sciuto, Tim McGee, and Ari despite the fact that he kills her.
A popular trope in fanfiction dealing with Kate is to deny her death, usually by an alternate universe in which she somehow survived the shooting or was in never any danger to begin with (or was switched with a similar looking person to keep Ari from realizing that it wasn't Kate he shot). Other popular storylines is her to appear as a "ghost" or missing scenes from the first two seasons.
