Jeffrey Spender is a former FBI Agent who worked with Diana Fowley on the X-Files for a few months. In the show's canon he is established as the son of the Cigarette-Smoking Man and Cassandra Spender. Since it's also strongly implied in the show that Fox Mulder could be the legitimate child of the Cigarette-Smoking Man and Mrs. Mulder, Jeffrey would also be Mulder's half brother. He injected William Scully with some unknown substance which was most likely magnetite.
Fannish Engagement
In Philedom, the character is not well liked and has been given monikers like Ferret Boy or Weasel Boy. The latter was lifted from dialogue by Scully in the season six episode Triangle:
SPENDER: You okay, Agent Scully?SCULLY: No, I'm not. I'm a gun ready to go off so don't test me, Spender. Don't even think about trying to weasel me.

Spender is usually portrayed in fanworks as being arrogant and given the assignment on the X-Files by his father due to nepotism.
Pairings include Krycek/Jeffrey Spender and Marita Covarrubias/Jeffrey Spender, both are rare pairings.
