Clay/Justin is the bromance or slash pairing of Clay Jensen and Justin Foley in the Thirteen Reasons Why fandom.
Canon
Clay and Justin are antagonistic throughout Season 1, with Clay confronting Justin for his role in Hannah's suicide and for his concealing of Jessica's rape. They also come from very different backgrounds and have different interests (Clay is more studious, while Justin is a "jock"). In Season 2, Clay along with Tony is the one to track Justin down and conceal Justin in his bedroom after his disappearance, in order for him to testify about Hannah. Their forced proximity leads to the revelation that they have more in common than they realize, and they grow closer.
As of Season 2 of the Netflix series, Justin is in the process of being adopted into Clay's family.
Fandom
With little canon basis in Season 1, the ship was virtually non-existent. However, after Season 2, the ship's popularity grew, since Clay and Justin are shown to grow past their enmity and begin to support each other instead. Fanworks began to pop up exploring their new relationship as adopted brothers, either platonically or in a shippier context.
Common Fanon
In emulation of the show, fanworks and fanfiction in particular tend to focus on dark themes, such as depression, suicide, addiction, and sexual assault. The characters often are either working through their canon experiences with these issues in H/C-type fics, or are newly subjected to such situations in more angst-ridden fics. However, vids, gif sets, and some fic do explore the fluffier side of their relationship. Most works focus on Clay and Justin's dynamic following the show's second season, as opposed to casting them in AUs.
