While there was fewer fanfiction than for Alex/Kara and Alex/Astra, the ship was relatively popular during season 1. However, during Season 2 it was overshadowed by the canon relationship Alex/Maggie and many fanfic authors who wrote Alex/Lucy stories moved on to Alex/Maggie.
