Ruka is a minor character in the Akio Arc of the anime series Shoujo Kakumei Utena/Revolutionary Girl Utena. He appears in only 2 episodes but plays a key role in the arc of major character Arisugawa Juri and her love interest Takatsuki Shiori. As a result, there are a fair number of fanworks about him.
Ruka has become a polarizing character recently, however, as many fans rewatching the series or seeing it for the first time were strongly turned off by his treatment of Shiori and pushy behavior towards Juri. He has his fans, but he has just as many detractors.
In the manga, Shiori does not exist, so Ruka's relationship with Juri is a straightforward tragic love story.
Ships
Most of Ruka's ships are permutations of him with Juri, Shiori, or both. Canonically, he's in love with Juri and uses Shiori to get a chance to duel. Fanworks tend to play off of those relationships.
