Tommy/Thea is the het pairing of Tommy Merlyn and Thea Queen from the TV show Arrow.
Canon
Thea was always close with her older brother, Oliver and his best friend Tommy Merlyn. However, they grew closer during the five years Oliver Queen was thought to be dead. Thea had a crush on him, and while Tommy admitted to finding her attractive, does not share her feelings. After Tommy's death, Thea takes over his and Ollie's club, Verdant.
In the second season, she later learns that Tommy is actually her brother and Malcolm Merlyn is her father. She doesn't take this well, due to missing out on a brother-sister relationship with Tommy, nearly kissing her brother Tommy, and knowing that she was born from two mass murderers.
Fandom
Tommy/Thea is a fairly rare pairing in the fandom that appeared with the beginning of the first season since it was revealed that Thea had a crush on Tommy. However the pairing never quite took off, and became fairly rare to find nowadays although this might be due to the Roy/Thea and Tommy/Laurel relationships becoming canon and became more popular with the fandom.
In the second season, it was revealed that Moira Queen had an affair with Malcolm Merlyn which resulted in Thea thus making the ship incestuous. However this was already a fan theory going around due to Thea not being a Green Arrow comicsverse character.
