The Second Power is a 88-page gen novel by Tami Marie, illustrated by Paulie. Subtitle on the cover, "A Russ Logan Mystery."
It is a sequel to the Lou Diamond Phillips movie thriller, "The First Power."
The original character, Tarri Armstrong, is fan casted Kiefer Sutherland.

In this non-slash "sequel" to the Lou Diamond Phillips thriller THE FIRST POWER, a serial killer is stalking the pretty red-headed women of Los Angeles —and Detective Russell Logan hasn’t got a clue. His girlfriend less, however, finds out more than she bargained for, and a psychic hunch costs her her life. Now Russ is bent on revenge, still hopelessly lost and helplessly watching the body count rise.
Help arrives in the form of a strange young man named Tarri Armstrong, a powerful psychic claiming to have been contacted by less from the Beyond and sent to Logan to help him catch the killer. At first the detective is reluctant to accept his assistance, but soon finds he has no choice but to once again put his trust into the supernatural.

Proposed Second Zine
A second zine in this series was proposed but never completed. It was called "Third Power." Summary:
To Russ' horror, Patrick Charming has found a way back -- this time through someone very close to Russ. Close as a lover. Can he save Tarri from the evil spirit that possesses him, without permanently damaging - or even killing him?
Single Story
A sequel was published in Interludes #1 in 1990. It was called "Power of Love" by Robyn LaSalle ("A "/" followup to the novella The Second Power. Detective Russell Logan (Phillips) and psychic Tarri Armstrong (original Sutherland) give in to their attraction to one another following the close of the Egyptian Slasher case.")
