I'm the moderator of the boysinchains list, and, in lieu of anyone else, I'm in charge of the archive. Although the last fiction update to the archive was in 2002, the archive remained online till around 2005 or so. At that point, its domain name expired. I contacted one of the two last archivists, and she gave me the files to the archive. I've been working on a way to put the archive back online.
