Canon
They were canonically dating as of Season One, despite a somewhat rocky streak in the middle of the season. Nancy and Steve broke up in Season 2, when Nancy admitted while drunk that she didn't love Steve.
In Season 4, both Steve and Nancy appear to still have feelings for one another and spend much of season longingly gazing at each other. Steve eventually admits to Nancy that he still has feelings for her and dreams of a future with her. At the end of Season 4 however, Nancy is still with Jonathan.
