Lúcio Correia dos Santos is a playable character from Overwatch, a first-person shooter game by Blizzard Entertainment.
Canon
Lúcio is a DJ, who uses his celebrity status to fight for those less fortunate. He led a rebellion against the Vishkar Corporation, who were invading his neighbourhood in Rio De Janerio and exploiting the population for cheap labour. He stole their sonic technology and drove them out, which skyrocketed him into becoming a famous music star.[1]
Leg Theories
Many fans speculate that Lúcio has either amputated legs, or a paralysis condition.[2] These headcanons are due to the bulky equipment he wears on his legs.

I know a good leg when I see one and that doesn't look like a leg. His knee would be broken if he jammed his leg in there, and the circular section on the kneecap just doesn't look leg-able at all.
In the case he doesn't have legs, what puzzles me is his lore suggests he broke into Symmetra's super secret storage and nicked that ho's sound technology, which got him the sick dubstep legs he's wearing. Now I'm no breaking and entering expert but I think having legs is a basic requirement to steal something. If he didn't have real legs he couldn't have broke in...

It's the same thing with Reinhardt or marines in StarCraft 2: a human body doesn't match up to their suit. It's for aesthetic reasons only. Even the way they hint at some stuff working, it's impossible. It's not oversight; they just hope you don't notice.
It has been confirmed by the Overwatch Twitter that Lúcio does not have robotic legs.[4]
