Kendra Saunders is a DC Comics character known as Hawkgirl and later Lady Blackhawk.
Canon
Comics
Kendra Saunders is the reincarnation of Shiera Sanders, who also used the Hawkgirl title for a time. During DC Rebirth, Kendra became Lady Blackhawk and is the leader of the current Blackhawks, an anti apocalyptic team.
Arrowverse
In the 2014 version of The Flash TV show, Kendra Saunders is played by Cisco Ramon. Kendra is a reincarnation of the Egyptian High Priestess Chay-Ara. Kendra is recruited by Rip Hunter to join his team of Legends traveling through time and fighting Vandal Savage.

The new ships that came after First Look/Trailer for Legends of Tomorrow were: Kendra/Sara/Nyssa, Kendra/Sara, Ray/Kendra, Rip/Kendra and Kendra/Barry (at the time Kendra had yet to appear on The Flash),[1][2][3][4][5]
Carter/Kendra had the comicverse canon background and star-crossed lovers/soulmates history, thus already had a following. By the end of the first season Carter/Kendra and Kendra/Ray were canonized.
