High Reaches Weyr was a Dragonriders of Pern roleplay fanclub set on the Northern Continent during 10th Pass. They were part of the Shared 10th Pass.
Since "High Reaches Weyr" was one of the canon locations Anne McCaffrey permitted fans to use in their fanworks, there have been a number of fanclubs with the same name. The 10th Pass version was active in 1993, when an issue of Out of the Blue included it on a list of fanclubs. It published a clubzine called Northern Lights and may have been associated with High Reaches Weyr (9th Pass).
