High Council of Gallifrey was a Quebec-based Doctor Who fan club. It published the zine The Foreman Report.

Due to circumstances beyond its control, The High Council of Gallifrey has folded. Here is an attempt at a brief history of what has happened. At its last executive meeting, August 12, 1995, called to deal with the departure of its president to Toronto, the High Council decided that, since there was no one willing to take over leadership of the group, its membership would split into two, HCOG to become a sub-club of Warp 9 Communications (a general SF club) until leadership came forth to run it separately, and a Toronto based new SF club, founded by outgoing president Andrew Gurudata, which would produce a zine. The current members would then choose which club they wished to join. Jennifer Brown then accepted the interim presidency of HCOG, and the group decided to seek to remain a DWIN chapter. Subsequently, the DWIN executive voted to offer High Council members the $13 membership rate so that they had the option of joining a solely Doctor Who organization, as well as any other they cared to. The two group option (Warp 9 and the new Toronto SF club) remained the status quo until late October, when because of internal problems of the old HCOG executive, Jennifer stepped down as interim president. At that time the High Council ceased to exist.[1]
