From 1978 ad in Dark Interlude: "GHOSTWINDS Council will consist primarily of a monthly "round robin" letterzine format concerned with Marion Zimmer Bradley's DARKOVER novel "series." Letters are desperately needed! First letterzine will come out in late February, the second in March [1979]. and we'll review our prices after that."

There was at least one issue. From the front page: "Ghostwinds Council is a Darkover-based letterzine available from T'Kuhtian Press... Sorry to take so long in getting this out. What with one thing and another, and a terrific lack of letters to fill up the first issue, I decided to first put out what you are now reading, a pre-first issue of Ghostwinds Council. I did receive something like three or five letters over the past year or so, mostly under direct prodding, and am embarrassed to report that I haven't been able to find said letters. I think they're down in the basement..."
