CJ and Toby are the second-oldest pair of friends in the West Wing, after Jed and Leo. They have a running rapport and constantly support one another, often turning to each other when in need of emotional support or backup on crucial decisions. They have moments of flirtation throughout the series, though their relationship in the text never moves beyond being platonic.
Fandom
Many fans caught on to CJ and Toby's chemistry and speculated that the two may have had some kind of past romantic history. This was fueled by the closeness between actors Allison Janney and Richard Schiff, both of whom have been open to the idea that their characters may have had a 'thing' for each other.[1]
