From the Zine

In addition to the La Femme Nikita folks, this story revolves around characters which I originally started creating when I was 11 or 12... I was reading kid mysteries at the time and it occurred to me that these nice clean,-cut kids from these nice, middle to upper middle class homes would not be able to solve mysteries -- they simply wouldn't be able to think enough like criminals to make it work. If you wanted kids solving mysteries, or involved in any other interesting mayhem, I figured they would have to be real little rotters. Ideally, they would also be well-trained little rotters.

So I created some.

While watching La Femme Nikita, I noticed Nikita's affinity for children, based on her assumption that all children are innocents. I immediately thought "but if she met one of my little rotters..." The idea wouldn't go away so I dusted off some of my original characters, spruced them up with a more mature eye, tossed them in the vicinity of Section One, and was immediately entranced by the flying sparks.
