Velma/Shaggy, also known as Shagma or Shelma, is the het pairing of Velma Dinkley and Norville "Shaggy" Rogers in Scooby-Doo fandom.
Canon
Velma and Shaggy, along with their friends Fred, Daphne and Scooby-Doo, travel the countryside solving mysteries.
The pairing was canon in the first season of Scooby-Doo: Mystery Incorporated, but the two broke up due to Shaggy not feeling ready for a relationship. Ironically, fans who'd been shipping the pairing for years were disappointed by the portrayal of their relationship, with Velma being overly critical of Shaggy and Shaggy feeling forced to choose between her demands to commit to her and his friendship with Scooby, who was jealous of Shaggy spending so much time with Velma.
The pairing was also somewhat canon in the live-action Curse of the Lake Monster movie, where Shaggy was crushing hard on Velma and the two had many cute moments together. However, they did not end up together after kissing and feeling no sparks.
In the 2023 Velma series, Shaggy was called "Norville" and had feelings for Velma, who was completely uninterested.
Fandom
The pairing has some whiffs of Pair the Spares due to Fred/Daphne being hinted at since the show's first incarnation, but many fans liked the ship for its own merits. The pairing of a cool and collected genius with a loveable coward, the fact that they often end up together during investigations, and their interactions with one another are big selling points.
