Canon
The Ghoul (whose real name is Cooper Howard), worked as a film actor before the Great War of 2077. After the war he transformed into a ghoul. By 2296, he has established a reputation as one of the most fearsome bounty hunters in the west. Lucy Maclean is a Vault-dweller from Vault 33, who decides to leave the Vault in 2296 on a mission to save her father Hank who has been taken. The two meet after Lucy arrives in Filly. The Ghoul is working a bounty on Wilzig, a scientist, succeeding in injuring him before the Ghoul is occupied by fighting Maximus.
