Star Trek Festival was a for-profit Star Trek con. It was run by "Space... The Final Frontier, Inc." (sanctioned-by-Paramount outfit), but may have had assistance from local fan clubs.
It was run as a promotion for the upcoming Star Trek movie, Star Trek: The Motion Picture.
These cons appear to have a connection to Space-Con, a different series of cons.

Spokane 1978
The Star Trek Festival was the first Stark Trek convention held in Spokane, Washington on January 1978. It was run by Space... The Final Frontier, Inc. (a for-profit sanctioned-by-Paramount outfit), but assisted by members of various Star Trek fan clubs including Earth Outpost 14. According to one staff member the event was "too small to be called a "convention" LOL." [1] Newspaper reports at the time report over 2,700 fans attended the one day event.[2]
A con zine called Outpost Recorder was also published.
