A local is best defined as a casual enjoyer of Twenty One Pilots, as opposed to a clikkie, who is a hardcore fan. They are presumably named for the song "Fairly Local." More broadly, the term is used in the Bandom Twitter community to refer to people who are not in the alternative scene.
