Josh/Donna is a het pairing in the West Wing fandom. A major ship for most of the seven years of the show's run, the pairing finally became canon at the end of the final (seventh) season.
Canon
Donna started working as Josh's assistant near the beginning of the Bartlet for America campaign, and stayed on in that capacity when they won the election and he became Deputy Chief of Staff. They have a will-they-won't-they dynamic for the majority of the show, with obvious unresolved sexual tension between them. Other characters sometimes notice and comment on their mutual attraction, especially in Season 4, but they do not actually get together until the final season, when they no longer have a boss/employee dynamic.
