Canonically the two are never closer than working as agents on the same team.

The Agents of S.H.I.E.L.D. episode "A Hen in the Wolf House" (S02E05), in which Bobbi helps Jemma escape from a dangerous undercover mission gone wrong, gave rise to Jemma/Bobbi shipping. It was thought by some that they were heavily flirting in this episode, with Jemma throwing Bobbi looks of admiration and longing.

A common appeal is the dynamic between shy Jemma and bold Bobbi adoring each other and combining their very different strenghts to form a radiant power couple in the field and in the bedroom.
