Yuri Goggles is a meme originating from Erica Friedman, a long-term acafan within yuri fandom. She defined the phases on her blog as such:
Yuri Goggles: A phrase jokingy coined by Erica for the process through which fans make Yuri where there is little or none in the actual series. Similar to “beer goggles,” Yuri goggles make a series or a couple seem more Yuri the higher you turn them up.[1]
The most commonly used image for the meme is of Tsumugi Kotobuki from the anime K-On! but other characters have been used too.
