In fact, in the comics, Steve often can't think of anything or anyone but Bucky.
Goliath: "...such as, why did you hide from us, Cap?"
Steve: "I wasn't hiding, Goliath... I just didn't hear you coming! / Guess I was too deep in thought... thoughts about Bucky!
Goliath: "Bucky, but.. he's dead!!"
Steve: "Is he, Hank? Is he??
Sometimes they spend whole issues calling for each other.

Captain America: The First Avenger
Within the Marvel Cinematic Universe Bucky and Steve grew up together in Brooklyn, New York. They are described as "best friends since childhood" who were "inseparable in both schoolyard and the battlefield" in Bucky's Smithsonian biography, implying that the two were close friends by the time they were in elementary school.
Their relationship was always one of mutual snark and ribbing ("You're a punk." "Jerk."), with both Bucky and Steve using joking insults to show their affection for one another. No matter what, though, the two were devoted to each other. As Steve would recall years later: "even when I had nothing, I had Bucky".
