According to their website:
This association was formed in 1997 to foster cooperation among fan-based webmasters, to help new webmasters create and enhance interesting web sites, and to keep webmasters informed on the issues which concern them regarding copyrights and fair use.
The Xenite and Herkulean Webmasters Association is not presently incorporated and does not offer legal advice to its members. However, it is actively engaged in bringing resources together to help webmasters develop interesting and innovative sites that conform to current internet standards and practices. Members receive the association's newsletter, use the discussion board, and display the association's graphics on their pages.[1]
The final update to the member list occurred on January 6, 2003. Throughout its active years, the organization had over 300 members.[2]
