"Sarah Jane Smith gets a surprise visit from Brigadier Lethbridge-Stewart. The crux of the matter -- the Admiralty is missing and so is the Doctor. But it seems that the Americans have a counterpart, a high school teacher by the name of Hinkley. Also introduces Randy Starmoon, a STU operative (STU being a sub-agency within the CIA that handles the 'unexplained.') She's sent out to recruit FBI agents WIlliam Maxwell and Hinkley, along with wonder duds." [1]
