Slipstream is like, not quite sci-fi, fantasy or horror, but weirder than might be expected of a realistic story. Kafka's Metamorphosis gets brought up as an example a lot. It's kind of Magical Realism, but Wrong and Unsettling. The name is supposed to imply it's between mainstream and genre. Same as speculative fiction/spec-fic implies alternative histories, strange technology and the like; as a genre it can be inclusive and talk about a broad fantasy and science fiction umbrella, or a specific kind of high concept "what if?" rather than kitchen sink sci-fi, if that makes sense?
