Pulsar was published by the Portland Science Fiction Society or PorSFiS, based in Portland, Oregon, from 1978 through 2005. It served both as the organization's newsletter and as a general zine including reviews and commentary on genre books, movies, and TV programs (and rarely, fiction).

In addition to being distributed to PorSFiS members, monthly issues were made available for sale to the public at local retail outlets, specifically including Looking Glass Books in downtown Portland and Future Dreams on the city's inner east side.

Editorship of the zine appears to have rotated among PorSFiS membership, sometimes on a month-to-month basis (Fancyclopedia 3 reports five different editors in five months during 1981), though late in its run Debra Stansbury appears to have become its permanent editor.
